Why This Line Exists
Environmental cleanup in TriSeadon is not a side benefit and not a separate political add-on. It is part of the core program logic. The same program that modernizes the fleet, reopens shipbuilding capacity, and creates jobs is also meant to reclaim contaminated industrial waterfronts, reduce long-standing brownfield blight, and return strategic sites to productive national use.
This is why the Environmental line stays under the Shipyards structure rather than becoming a separate top-button lane: the cleanup work is tied directly to yard activation, module-campus siting, remediation funding, and long-term industrial reuse.
Program Rule Set
- Brownfield-first siting across GOCO, GOGO reopen/rebuild, COCO participation, ISO/module, DLA, and test-yard expansion.
- Day-1 cleanup is mandatory for all new activation sites.
- Cleanup is treated as a standing performance metric, not a one-time precondition.
- Funding lock for cleanup: GOGO 10% of each $1B yard package, GOCO 10% of each $5B yard package, and COCO 10% of each $500M loan package.
- Execution model: cleanup and construction run in parallel under milestone gates so shipyard ramp is not delayed by end-loaded remediation sequencing.
- Strategic intent: yard activation is used to recover contaminated industrial waterfronts, reduce hazardous dead zones, and return strategic sites to productive use instead of leaving them idle.
Eminent Domain and Site Control
- Eminent domain can only be applied to government, municipal, county, state, or federal property channels under TriSeadon Rule 1.
- No private/civilian eminent-domain takings are permitted in this program model.
- Preferred site classes: former military properties, public-industrial lands, and environmentally challenged brownfields that can be remediated and reactivated.
Cleanup Execution Model
Environmental cleanup is not treated as a side issue. It is one of the reasons the industrial strategy is politically and economically defensible: the same dollars that expand shipbuilding capacity also remediate brownfields, restore utilities, and reopen waterfront industrial ground for long-term productive use.
Activation phases
- Phase 0: title/legal screening and public-ownership confirmation.
- Phase 1: environmental baseline and costed remediation plan.
- Phase 2: cleanup execution tied to milestone-gated activation funding.
- Phase 3: operational startup with continuous monitoring and compliance audits.
Participation obligations
- GOCO sites must execute Day-1 cleanup and remain compliant for lease/workshare continuity.
- GOGO reopen/rebuild lanes include funded ongoing remediation from project start.
- COCO/private participants must accept funded cleanup obligations as entry conditions.
- ISO/module and DLA yards must maintain remediation and environmental reporting compliance throughout operations.
- Cleanup liability, reporting, and milestone timing must stay explicit enough that states, contractors, and the federal government can treat each activation package as a real redevelopment plan rather than an open-ended environmental promise.
Ownership Transition Logic
Ownership transition applies to the 50-state module-campus layer, not to the 3 major GOCO shipyards. The GOCO shipyards remain U.S. government property in perpetuity under contractor-operated lease governance, while qualified state module campuses can transition to long-term state control after recovery and compliance milestones are met.
- GOCO rule: the 3 major GOCO shipyards remain federally owned national assets in perpetuity; contractors lease and operate them, but title does not transfer to a state.
- Module-campus transition gate: schedule stability and environmental compliance performance.
- Module-campus transfer readiness: trained local workforce, audited cleanup controls, and certified yard-output quality.
- Module-campus recovery rule: state and federal shares split contractor lease/rent streams for the first 10 years, or until the initial public capital is recovered; after that the state receives 100% of lease/rent streams and the campus remains with hazmat reclamation complete.
- Fallback: if module-campus compliance or performance fails, federal control and corrective action remain in place until standards are met.
