National 50-State Module-Campus Expansion Framework

State-congressional case: this is a jobs-and-asset model. Federal matching dollars help stand up each campus, then ownership transitions to the state, contractors pay rent to operate, and states retain the facility as a long-life economic and strategic asset.

Participation policy: this is an open opt-in program, not a mandatory requirement. States can join at launch or opt in later as political and budget conditions change over the 25-50 year program horizon.

Is up to $150M from a state a huge ask? It is a serious capital ask, but it is not unreasonable if the federal 1:1 match is real and the result is a fully remediated, turn-key module campus. In this model, a state is not buying a concept. It is co-funding a core activation package of up to about $300M built around up to $150M state and up to $150M federal, with additional assistance available through hazmat, learning, union, VA, and similar programs tied to cleanup, utilities, access, workforce ramp, and a standing industrial asset it will ultimately own.

Why that matters politically: the state gets brownfield remediation, durable skilled jobs, contractor lease income after transition, and a recoverable public asset rather than a one-time grant burn. The proposal only works if federal terms, cleanup liability, and transfer conditions are clear enough that a governor, legislature, county, and host city can defend the commitment as development policy, not as speculative defense spending.

Expected campus scale: these are not super-yards and they are not meant to build full capital ships end to end. The baseline planning assumption is a module campus with two joined 100-acre yards sharing infrastructure and able to run two separate module or program lines at once. The campus may scale down to a single yard or up to three or four yards sharing the same backbone if local land, workforce, and demand justify it. A waterfront location is useful for some states, but many of these campuses are inland module, storage, training, or systems sites rather than full naval construction yards.

Transition intent: federal capital, grants, and cleanup support stand up the module campus, then contractor lease/rent streams repay the initial public capital during the first 10 years while workforce and production scale under national standards. After recovery, the state retains 100% of contractor lease/rent streams.
