America did not simply lose ships. It lost fleet balance. In 2001, the United States Navy operated 12 aircraft carriers, 27 cruisers, 53 destroyers, 35 guided-missile frigates, and 73 submarines. As of August 12, 2026, seven Ticonderoga-class cruisers remain commissioned. Two are scheduled to inactivate on September 30, reducing the FY2026 year-end count to five; the current FY2027 proposal would retire four more and leave only USS Cape St. George. The FY2026 inventory also projects 11 carriers, 79 destroyers, no commissioned guided-missile frigates (FFGs), and 63 submarines. Destroyer capacity grew, but the dedicated frigate and cruiser layers largely disappeared. Anti-submarine escort, air and missile defense, surface warfare, strike, and fleet-command demands are now concentrated in an increasingly burdened destroyer force.

The threat did not disappear with those ships. Submarine forces and modern surface fleets are expanding. A published 2026 international classification counts 419 frigates worldwide, including 46 in China and none in the United States. International labels differ, but the central fact does not: many navies retain a dedicated escort layer while the United States does not. China is continuing construction of cruisers, destroyers, frigates, and submarines, while regional powers operate conventional, coastal, and midget submarines in strategically critical waters.

This is also an industrial emergency. Too few American yards and suppliers carry too much work. Facilities and equipment are aging, skilled labor is insufficient, schedules slip, and the supply system lacks the visibility and resilience needed for sustained fleet production. At the same time, suitable former military and industrial properties remain contaminated or underused, burdening communities that once supported productive national-defense work.

Government control of the production path must be restored. Contractors should compete to invent, build, integrate, and improve equipment, but they should not control whether the Navy can obtain a part, repair a system, qualify a second source, or modernize a government warship. Every new TriSeadon development competition states at the start that its foreground IP and reproducible production package will be government owned or placed under equivalent government control. Existing privately funded IP is not confiscated: use the rights the government already possesses, license only when that is better value than replacement, or keep the legacy system in service while competing a government-controlled successor.

This is a protected transition, not an order to stop today's fleet work. Cancellation is outside the TriSeadon charter. Carriers, submarines, amphibious and supporting ships, aircraft, helicopters, unmanned systems, weapons, overhaul, and decommissioning continue under their existing programs, and Arleigh Burke construction continues while TriSeadon matures. Contractors may join at startup or later. Future demand moves only after replacement capability exists and through formal Navy and Congressional decisions.

TriSeadon is one national response to these connected failures. It restores Tri-Class: an FFG for Anti-Submarine Warfare, a DDG for air and missile defense, and a CAG Guided-Missile Heavy Cruiser for Anti-Surface Warfare, fleet command, and naval fire support. The three ships are purpose-built for different missions but developed as one engineering family with shared standards, system groups, training, logistics, interfaces, and upgrade pathways.

The architecture is built around Tri-Power (gas turbines, diesel-electric, battery), Tri-Modular (ISO, IMM, IWM), Tri-Unmanned (UAV, USV, UUV), and Tri-Weapon (guns, missiles, directed energy). Initial ships use mature technology, current workers, and active yards. Protected margins and certified interfaces allow later technology to enter new flights and scheduled refits without forcing another complete hull redesign. Build now. Grow throughout service life.

The same program expands government, contractor-operated, and private shipyards; creates a fifty-state module-campus network; rebuilds portable national workforce credentials; strengthens DLA procurement and strategic reserve; and ties suitable contaminated-site cleanup to productive industrial reuse. It creates the yards, suppliers, training, refit capacity, and planned downtime needed to sustain the fleet after construction.

TriSeadon therefore does more than propose three ships. It restores fleet balance, rebuilds national shipbuilding capacity, reclaims damaged industrial land, broadens skilled employment, and returns control of critical naval architecture and sustainment pathways to the government. Build the fleet. Restore the industry. Reclaim the land. Control the architecture.
