Key: ST = Starts, BL = Build Lanes (capacity), SIP = Ships In Production, RL = Refit Lanes, DEL = Delivered This Year, CUM = Cumulative Delivered, ACT = Total Active Ships. ACT equals the three CUM class totals; ships still in production are excluded.
Timing: FFG build 24 months, DDG build 48 months, CAG build 60 months. Standard refit every 60 months after commissioning: a 90-day authorized planning window containing a detailed 74-day work schedule and a 16-day margin for delay, rework, weather, retest, and return-to-service work. Major refit remains an exception for approved upgrades, damage, malfunction, casualty, or failure.

Phase View (2029-2052)
Phase 1 | 2029-2034 | FFG First + CAG Start
After the implementation delay, FFG opens with three low-rate years at 2/year (2029-2031), then steps to 3/year (2032-2034); CAG starts 1, 2, 3 in 2033-2035, then follows the 2/3/1 cycle from 2036 onward.
Phase 2 | 2035-2040 | DDG Entry + Controlled Growth
DDG enters at 3 in 2036, rises to 4 in 2037, holds 5/year through 2040, then increases to 6/year from 2041 onward; CAG completes its 1/2/3 start sequence and settles into its repeating 2/3/1 cycle.
Phase 3 | 2041-2046 | Balanced Peak Build and Refit Ramp
FFG sustains peak production, DDG reaches and holds peak production, and CAG continues its fixed repeating 2/3/1 cycle while refit lanes scale with fleet size.
Phase 4 | 2047-2052 | Sustained Mixed Production
FFG remains at peak 6/year through program end, DDG sustains 6/year, and CAG continues the 2/3/1 cycle into 2052.
Program Logic (From Chronology Document)
- FFG leads first because the Navy has no active FFG inventory and this is the fastest/lowest-cost gap to close.
- CAG scales second because cruiser-level command/flag capability is the next urgent gap as Tico-era capacity retires.
- DDG scales last because Flight III Burkes and Zumwalt pathways remain viable near-term while other gaps are closed first.
- Retirement gates applied: remaining Tico-era cruiser capability largely exits by FY2029 window, while DDG-51 retirement pressure rises later in the 2030s.
- Block insertion rule: no more than three major new technologies per block.
- Fallbacks prevent build stoppage: Mk 45 Mod 4, Mk 41 VLS IWM, and shaft/rudder options remain available until new systems are qualified.
- User-directed ramp profile is now applied year-by-year (Year 1 through Year 15, then hold profile).
- Year mapping used here: Year 1 = 2029 and Year 24 = 2052 after the implementation delay.
- Refit doctrine remains fixed: standard 60-month refit with a 90-day authorized planning window, a 74-day detailed work schedule, and a 16-day margin for delay, rework, weather, retest, and return-to-service work; major refit is an exception.
Lane and Refit Structure Snapshot
- Peak active SIP by class in this pattern: FFG 12, DDG 24, CAG 11 (47 total in-work ships).
- Peak active refit lanes through 2052 in this pattern: FFG 3, DDG 3, CAG 2, using the standard 90-day authorized window with a 74-day work schedule and 16-day margin.
- 2052 delivered result after the two-year implementation shift: 102 FFG, 70 DDG, 28 CAG, totaling 200 delivered ships.
- CAG refit lanes are held at a maximum of 2 in the out-years rather than rising beyond that level.
- The three major GoCo yards are Mare Island, Sparrows Point, and Brownsville; Pearl Harbor is refit-only with 1 large CAG-capable refit dock and 2 pier spots minimum, supporting all classes including CAG.

Post-2045 Industrial Transition
- U.S. fleet transition: CG hulls are treated in this plan as out of U.S. service first and available for sale or transfer by about 2040; early Burke flights and some Flight II ships can also move into sale, transfer, reserve, training, or allied augmentation lanes by about 2040, while later Burke and Flight III transition extends closer to 2050.
- TriSeadon export lock: CAG, DDG, and FFG under the TriSeadon architecture remain U.S.-only systems. The lock applies to the hull family, AEGIR-style integrated electric architecture, ONE core environment, top-tier sensor and DEW stack, and other high-end sovereign combat features.
- Foreign-build lane: once domestic production is mature, selected GOCO and expanded COCO yards can open dedicated foreign-build lanes for allies and partners, but those yards build export designs, auxiliaries, OPVs, frigates, or moderate-capability destroyers rather than direct TriSeadon copies.
- Yard-role rule: GOGO yards stay focused on sovereign U.S. work; GOCO yards can split between TriSeadon and controlled foreign-build lanes; COCO yards are the natural place to scale allied shipbuilding once U.S. replacement demand stabilizes.
- Security rule: export hulls may reuse the industrial base, module network, and non-sensitive fabrication base, but final combat integration, sensitive electronics, warfighting software, and restricted systems remain under U.S. and cleared prime-contractor control.
