Definition Rule

Official terms use established Navy, DOD, government, or industry meanings. TriSeadon terms are names created for this proposal. A named concept is not automatically a fielded capability.

Government Arsenal StandardTriSeadon acquisition policy requiring new program development RFPs to establish government ownership or equivalent perpetual controlling rights in foreground IP and to deliver validated technical, software, manufacturing, test, and lifecycle packages for secure qualified multi-source production. It does not confiscate pre-existing privately funded background IP or publicly release sensitive data.TriSeadon acquisition policy
Foreground IPIntellectual property newly created in performing a TriSeadon development award. The solicitation requires government ownership or equivalent perpetual controlling rights and a reproducible production package.Acquisition and intellectual property
Background IPIntellectual property created before or outside the TriSeadon award, particularly with private funding. It remains protected unless the government already possesses sufficient rights or separately negotiates a purchase or license.Acquisition and intellectual property
Production-award freezeRule prohibiting new capability or stakeholder-directed design changes after a ship, module, or system production award. Enhancements move to the next hull, lot, flight, or scheduled refit; only tightly controlled corrective actions may alter current work.Configuration control
Corrective actionA configuration-authority-approved change limited to a verified defect, safety, cybersecurity, physical or information security, legal or regulatory compliance, or unavailable-part form-fit-function need. It cannot add mission capability, payload, performance, or stakeholder preference.Configuration control
Earned Program ContinuityProposed framework under which independently verified fleet need and acceptable cost, schedule, quality, delivery, industrial, environmental, workforce, and ROI performance require the Navy to retain a minimum viable TriSeadon rate in its program and budget submission. It does not appropriate funds or bind Congress.Budget and acquisition policy
Minimum viable economic rateThe lowest independently validated annual production and sustainment rate that preserves qualified workforce, suppliers, tooling, learning, facilities, schedule, and affordable unit cost without buying unneeded output.Industrial and budget planning
Technology ladderProgression from a fielded mission baseline through controlled TriSeadon integration, off-ship development, certification, later-hull or refit insertion, and DLA-supported replacement. The mature fallback remains available until the successor is accepted, producible, supported, and stocked.Technology governance
